The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Water Security and Sanitation Project (MWSSP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the assessment of the level of people’s satisfaction concerning the water supply and sanitation service delivery and the perception and knowledge of the MWSSP, financed by the World Bank. The survey shall be performed among a gender representative sample that contains approx. 400 households/respondents for each Sanitations project (Soroca and Comrat municipalities subprojects) and 600 households/respondents for each Water Supply project (Cahul subproject and Riscani subproject), totally approximative 2000 questionnaire. The study is expected to begin in December 2023. Report and data are expected to be delivered in March 2024. The estimated level of effort of professional staff is approximative 4 (four) man-months.

The Moldova Water Security and Sanitation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

-          General experience as a research company and in conducting social surveys, quantitative studies and data analysis for at least five (5) years prior to the applications submission deadline.

-          Copy of the organization registration certificate, any available license, permit, professional qualification certificate available.

-          The Consultant should demonstrate the availability of human and technical resources (availability of devices, including softs) for successfully implementation of the proposed activity.

-          Experience in conducting surveys for WB, and other international institutions

-          Specific experience in conducting at least two (2) similar assignments within the last five (5) years prior to the applications submission deadline.

-          The Consultants should demonstrate the availability of the key experts for the performance of the services described in the TOR. Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
